Yes! You can still take advantage of the discount even if you don’t currently own a compatible device. Simply sign in with your Apple ID on a compatible iOS, iPadOS device for iPhone and iPad apps, and macOS device for Mac apps and purchase the app. You can then re-download it later when you have a compatible device.
Please note that if have a Mac computer and purchase a Mac app it cannot be transferred to an iPhone or iPad.
